Anybody can signup to the RED Toolbox and join the groups, but only partners can create groups (see the About page).

Government and corporate partners can create many groups. Small business and not-for-profit partners can create one group per organisation.

Public (Require moderation to join) - signed-up users can ask to join 

Private - signed-up users can ask to join 

Invite Only - members can invite their contacts to join. These groups do not appear in search results
